TABC stakeholder meeting on draft ID-scanning rule (SB 650) and refunds/credits advisory MPA027

TABC will hold an online stakeholder meeting on Thursday, Oct. 8, 2026, 10-11 a.m. CDT, on two drafts: a new rule implementing SB 650 (89th Leg.), which generally requires off-premises retailers and some on-premises retailers to electronically scan a purchaser's ID before an alcohol sale, and an amendment to Marketing Practices Advisory 027 on refunds, credits and exchanges.

Meeting Oct. 8, 2026. The draft advisory was set for the Sept. 25, 2026 Texas Register, with comments accepted for up to 30 days after publication. TABC must adopt SB 650 rules by Sept. 1, 2027; the rule still needs a formal proposal, a 30-day comment period and a commission vote.
